Milk vouchers

Hi!

I have three kids under the age of four and I recieve child tax credit and my husband works. I just checked the healthy start website and I qualify on the two above points except that my annual household income is over 15,000pounds (approx as indicated on their site). Do I still qualify as I still get some tax credit? Or does it depend on income too?
